1. Which type of the industries require the Factory Permit Approval from the Department of Factories & Boilers, Kerala

  • Any of the Industries employing More than 10 Numbers of Workers requires to get the factory permit approval before applying for the registration. Factories employing less than 10 workers shall obtain registration and license according to the notification under section 85 of Factories Act 1948

2. How can one apply for the Permit Approval?

  • The User shall take One Time Registration through the Official Website of Department(www.fab.kerala.gov.in) and apply online for the Permit approval along with mandatory documents

3. Which are the Mandatory documents to be submitted along with the online application for Permit Approval of a factory?

  1. A flow chart of the manufacturing process supplemented with a brief description of the process in its various stages.The Flow chart shall be duly signed by the Factory Occupier.
  2. The Site plan showing the site of the factory and immediate surroundings including adjacent buildings and other structures, roads, drains, etc
  3. The building plan showing the plan, elevation and necessary cross-sections of the various buildings, indicating all relevant details relating to natural lighting, ventilation along with detailed drawing of structures like chimney,rainwater harvesting system,septic tank and soak pit etc.
  4. The Machinery layout plan clearly indicating the position of the plant and machinery, aisles and passageways.
  5. The plans of fire layouts with legends of firefighting equipment clearly indicating the position and distribution of various fire protection and preventive measures in various buildings as well as in factory site with means of escape on fires
  6. In the case of hazardous and polluting industries, with their respective Manufacturing process notified under Schedule 1 of section 2cb of Factories Act,1948. a certificate of approval of location of the factory obtained from the Chief Town planner to Government and a consent letter from the Kerala State Pollution Control Board.
  7. In case of Major Accident Hazardous (MAH)factories, the approved order from the Government of Kerala as per the Section 41A of the Factories Act,1948
  8. Permit Fees paid under Treasury Head of Account 0230-00-104-99 through the E-Treasury
  9. Online Application with Form 1 Application and all other details duly filled

4. Who is authorized to prepare and certify plans for the purpose of Factory permit?

  • The plans prepared for the purpose of Factory Permit shall be only prepared by the Department Approved Draftsman. All the plans shall be certified and signed by the Department Approved Draftsman as well as by the Factory occupier. List of Approved Draftsman are available in the official website.

5. What is the Validity of a Factory Permit approved by the Department of Factories & Boilers?

  • One Year from the Date of Approval

  • No, only endorsed certificate are valid

4. Is it necessary to get the boiler registered?

  • As per section 7 of Boilers Act – 1923 it is mandatory to get the boiler registered

5. What is the validity period of certificate of a boiler?

  • Certificate of boiler is issued for a period of one year from the date of inspection after carrying out inspection/tests prescribed as per technical standards laid down in Indian Boiler Regulations – 1950 (IBR – 1950)

Industries employing three or more workers and carrying out any manufacturing process specified in the Factories Act, 1948 are required to register with the department and obtain a license.

2. How are the factories classified under Factories Act ?

Factories are divided into two categories. The two sections are section 85 and section 2(m)

3. Which factories fall under section 2(m) category ?

Ten or more workers are working in which a manufacturing process is being carried on with the aid of power and whereon twenty or more workers are working in which a manufacturing process is being carried on without the aid of power.

4. Which factories fall under section 85 cagtegory ?

Section 85 includes factories employing 3 to 9 worker using power and 10 to 19 workers without using power.

5. How to apply for factory registration ?

Visit the website www.fabkerala.gov.in and register the occupier using new registration link. Then enter factory details, Form 2 clearly and correctly and upload required documents and pay fee online and submit the application.
