Organisation
The Department of Factories and Boilers, under the Ministry of Labour is looking after safety, health and welfare of workers employed in factories. Secretary to Labour is having the administrative control over the Department. The Director of Factories & Boilers is the Head of the Department. The main function of the Factories & Boilers Department is to administer / implement various provisions in the Factories Act 1948, the Indian Boilers Act 1923 and other enactments for ensuring Safety, Health and Welfare of the factory workers and safety of the neighboring public. The departmental functions are regulatory as well as service oriented. The department is adopting a two-tier system viz. Regulatory and advisory to make it an inspection service department. The Director of Factories & Boilers is assisted by enforcement wing consisting of a Joint Director of Factories and Boilers (HQ) and 3 Regional Joint Directors of Factories and Boilers. There are 20 factory divisions each headed by the Inspector of Factories and Boilers in respect of Factories under Section 2(m), hazardous factories coming under section 85 of the Factories Act, 1948 and 23 Additional Inspectors of Factories in charge of non hazardous Factories notified under section 85 of Factories Act 1948.
SERVICES BY THE DEPARTMENT
The services rendered by the Department of Factories & Boilers can be briefed as follows:
Approval of plans of factory buildings and issue of permit.
Registration and grant of factory licence and annual renewal.
Inspection of factories with particular reference to safety, heath and welfare of workers.
Approval of design of new boilers and supervision of their manufacture.
Inspection and registration of new boilers and economizers.
Inspection and certification of working boilers and economizers.
Approval of steam lines and supervision of their erection.
Conducting examinations for Boiler Attendants and Boiler Operation Engineers and issue of Competency Certificates.
Recognition of Approved boiler erectors/ repairers.
Conducting qualification and re-qualification tests for Welders and issue of certificates under Indian Boiler Regulations.
Recognition of Competent Persons for issue of stability certificates for factory buildings and for testing and certification of pressure vessels, lifting tackles etc.
Conducting medical examination of workers engaged in hazardous processes.
Conducting training – cum – awareness programs for industrial workers, safety, management personals, department officers etc by the Industrial Hygne Laboratory of the department.
Enforcement of provisions of various Acts and Rules # administered by the Department so as to safeguard the interest of the workers in particular and public in general.

For Obtaining Factory Licence
a) In case of MAH factories
I st stage
Permission from the Government should be obtained regarding the suitability of site. Application should be submitted to the Site Apprisal Committee constituted as per section 41 A of the Factories Act

b) In the case of other Factories
Permit has to be obtained for constructing a factory building or taking into use a building as a factory.

♦ (The scrutiny fee is Rs. 50/- per 10m 2 and maximum Rs. 500/-)
♦ Flow chart and brief description of the manufacturing process.
♦ Site plan drawn to a scale of 1:400 duly signed by the occupier and draftsman.
(The roads, drains, buildings, the set back from boundaries, details of open space,
distance from highways, roads etc has to be shown. (3 copies)
♦ Plan, elevation and gross section of all the buildings showing the detials of passages,
means of escape during fire, details of lighting and ventilation (3 copies) (duly
signed by draftsman & occupier)
♦ Machinery layout indicating the power of each machine and showing the number of
persons employed in each section, duly signed by draftsman and occupier (3 copies)
♦ The details of rain water harvesting arrangements adopted to be shown in the plan.
♦ In the case of hazardous and polluting industries, enclose
♦ N.O.C from Kerala State Pollution Control Board.
♦ Approval of site by Chief Town Planner.
♦ In case of factories using forest produce, N.O.C. from Divisional Forest Officer.
♦ For additional construction and additional installation of machinery permit has to be
obtained.
♦ The validity of permit is for one year. If the construction is not over within one year,
the permit has to be revalidated. (fee for revalidation is Rs. 500/-)
♦ The authority for revalidting the permit is the authority who has issued the permit.

received after that date will be accepted only with additional fee as given below.
» Before the expiry of the licence period (up to December 31 st) - 25% of the normal fees as addtiona fee
» After the expiry of the licence period (after December 31 st) - 50% of the normal fees as additional fee
For Services under the indian Boiler Act
• Registration and certification of Boiles as per the purview in the Indian Boiler Act and the rules framed their under the Indian Boiler Regulations 1950. Folder shall be submitted to the Director of Factories & Boilers with the requested fee as per the schedule. Steam line drawings shall also submitted for approval (scrutiny fee – see schedule)
• Annual inspection and certification and is carried out by the Inspectors concerned. (see fee schedule)
• For manufacture of Boilers – Design drawings (4 copies) should be submitted for the approval with design, calculations (scrutiny fee is same as inspection fee)
• Stage inspection fee – 4 times the inspection fee.

Accidents
Reports of all dangerous occurences and reportable accidents should be reported in Form 18A and Form 18 respectively.

The Industrial Hygiene Laboratory, the Full safety Control System Cell. The Medical Division and the Chemical Division constitute the IHL Complex. The objective is to ensure the maximum safety and health protection of industrial workers and nearby population by minimising hazards in general and Major Accident Hazards (MAH) in particular.
The main activities of the IHL are:
1.Priority Inspection in MAH Factories
2.Conducting air monitoring studies in hazardous factories to assess the level of chemical
pollutants as well as other physical parameters like heat, noise etc in work-room air.
3.Conducting training programmes, workshops, seminars etc. for industrial workers, management
personnel and Departmental Officers on topics related to Industrial Safety & Occupational
Health,First-aid, Major Accident Hazard Control etc. The programmes are arranged in the IHL
Complex and in factories.
The Full Safety Control System Cell

The Cell has its headquarters at IHL Complex with a Technical Officer (Chemical), Technical Assistant (Chemical) and two Chemical Inspectors, and Regional set up consisting of one Chemical Inspector, Inspector of Factories & Boilers GradeII and Medical Officer. The Cell conducts identification of hazardous and Major Accident Hazard factories /installations for taking necessary action as laid down under the various statues.
The Medical Division looks after the health of the Industrial workers through its set up consisting of the Joint Director of Factories & Boilers (Medical) and one medical officer attached to the IHL Complex and one Medical Officers each the regional safety cell. The Medical Officer are under the Technical control of Joint Director of Factories & Boilers (Medical). Medical exams of workers as per rules are carried out by the Medical Officer / certifying surgeons. Medical exam fee has to be remitted by the Occupier (Rs. 30/- per workers) (Head of account – 0230-00-104)ad forwarded chalan receipt to the Joint Director of Factories & Boilers(Medical), Kumarapuram, Trivandrum – 11.
